CHALLENGE RULES

(the “Rules”)

 

1. Introduction 

The Asian Development Bank (ADB), in partnership with the Secretariat of the Pacific Regional Environment Programme (SPREP), is organizing the Circular Pacific Visual Identity Challenge (“Challenge”). 

The Challenge aims to identify a compelling and culturally authentic visual identity (logo and visual system) for the Circular Pacific via Regional Recycling Network (CPRRN) Project, reflecting circular economy principles, regional cooperation, and Pacific Island identity. 

These Rules set out the terms and conditions governing participation in the Challenge. By submitting an entry, participants fully and unconditionally agree to comply with these Rules. 

 

2. Eligibility 

  • Participation is open exclusively to individuals who are nationals of Pacific Island countries that are ADB Pacific Developing Member Countries, including Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu.
  • Proof of nationality may be requested at any stage.
  • The following are not eligible to participate:
    1. ADB staff and consultants;
    2. SPREP staff;
    3. Members of the evaluation panel; and
    4. Immediate family members of the above.
  • By submitting an entry, participants warrant that they meet all eligibility requirements. 

 

3. Challenge Timeline 

The Challenge will follow the timeline published on the official Challenge page, including:

  • Get Inspired / Expression of Interest: 4 March – 31 April 2026
  • Submission Period: 1 May – 30 June 2026
  • Evaluation, Shortlisting, and Public Voting: 1 – 31 July 2026
  • Winner Announcement and Logo Unveiling: August 2026 

ADB reserves the right to adjust dates where necessary, with notice provided via the Challenge platform. 

 

4. Submission Requirements 

Each submission must include:

  • Primary logo design in scalable vector format (AI, EPS, or SVG);
  • Monochrome and color variations suitable for light and dark backgrounds;
  • Proposed color palette with HEX, RGB, and CMYK codes;
  • Concept rationale explaining symbolism, relevance to circular economy principles, and Pacific identity (maximum 300 words);
  • Up to three (3) visual mockups demonstrating potential applications (e.g., event banner, social media post, Tshirt). 

Additional conditions:

  • Submissions must be made through the official Challenge platform.
  • Late submissions will not be accepted.
  • Each participant may submit up to three (3) distinct entries, each evaluated separately. 

 

5. Evaluation and Selection

  • Eligible submissions will be evaluated by a panel composed of representatives from ADB, SPREP, and selected experts.
  • Evaluation will be based on the Selection Criteria published on the Challenge page, including:
  • Creativity & originality;
  • Relevance to circular economy and regional vision;
  • Cultural authenticity & Pacific identity;
  • Visual impact, clarity, and versatility.
  • Up to ten (10) finalists may be shortlisted.
  • Public voting may be conducted and will contribute up to 30% of the final score.
  • Final decisions of the evaluation panel are final and not subject to appeal. 

 

6. Intellectual Property Rights

  • Participants represent and warrant that all submitted materials are original and do not infringe any thirdparty intellectual property rights.
  • Ownership of the winning design:
  • Upon formal acceptance and award, all intellectual property rights in the selected design shall be fully transferred to ADB.
  • ADB shall have exclusive, perpetual, and unrestricted rights to use, adapt, and reproduce the visual identity.
  • Acknowledgment:
    • ADB and SPREP will publicly acknowledge the winning designer(s) by name in communications related to the Challenge and visual identity launch.
    • Such acknowledgment does not imply coownership or ongoing approval rights.
    • Nonwinning submissions remain the intellectual property of their respective creators. 

 

7. Prize and Award

  • The winning participant will be offered:
  • A contract with ADB of up to USD 20,000 to develop the full CPRRN visual identity system, subject to ADB procurement procedures; and
  • Fully funded travel (airfare, accommodation, and per diem) to attend a regional CPRRN event in a Pacific Island country for the official logo unveiling. 

 

8. Confidentiality and Publicity

  • By participating, entrants grant ADB the right to use their name, country, and submitted materials for promotional and informational purposes related to the Challenge.
  • Personal data will be handled in accordance with ADB’s privacy policies. 

 

9. Disqualification 

ADB reserves the right to disqualify any submission that:

  • Fails to comply with these Rules;
  • Contains misleading, offensive, unlawful, or inappropriate content;
  • Infringes or is suspected of infringing intellectual property rights;
  • Is submitted after the official deadline. 

 

10. Force Majeure 

ADB and SPREP shall not be liable for any failure or delay caused by events beyond their reasonable control, including natural disasters, technical failures, or other unforeseen circumstances. 

 

11. Governing Law 

These Rules shall be governed by and construed in accordance with the laws of the Republic of the Philippines.
