Overview

Congratulations on being selected to respond to this Call for Proposals (CFP)!

 You are required to upload a detailed proposal containing full technical and financial details of your technology solution. Your proposal must address the relevant energy sector development challenge across ADB’s Developing Member Countries (DMCs) and estimate the results that ADB’s grant will achieve during a proof-of-concept or pilot of your technology solution (“the project”) in the chosen DMC (“the location”) based on evidence from relevant case studies.

 

Your proposal must include a budget, project plan with key milestones, risk register and evidence that you have the intellectual property rights to develop, implement and sell the technology solution in the location.  Detail how you, your team and your local partner(s) will implement the project, including details of any co-financing and the measurement and independent verification of its results, to demonstrate that the technology solution will achieve the impact required to address the development challenge in the location.

 

The proposal must explain how your technology solution could be maintained as a demonstration or reference site and specify how local partners and/or the community will continue to benefit from ADB’s grant beyond the term of the grant funding agreement. You should also summarize the expected development benefits are of any  future implementation of the Technology Solution at full operational scale.

 

Three innovative proposals, selected following this CFP stage, will receive ADB High-Level Technology Fund Technology Innovation Challenge Grants of up to US$500,000 following successful completion of due diligence and negotiation of an ADB grant financing agreement.  You must co-finance at least 10% of the total cost of the project from your own resources, which may include funding provided by other organizations.

 

The majority of the information you provide in your Proposal will be incorporated into a grant funding agreement if it is selected to receive a grant.

Selection Process and Criteria

 

We are now at stage 3 of the process.  You are required submit a detailed proposal answering all questions in the Proposal form including the provision of the required attachments. ADB will assess your proposal based on the selection criteria below. These are further explained in the Rules.

The selected proposal will receive up to US$500,000 grant, and technology providers must co-finance at least 10% of the total cost. 

 

Content Required for your Proposal

 

You must answer all questions in the participation form provided and upload this to this site. These answers and any other requested documents supplied will form your Proposal. Note: some of ADB’s questions and the documents required are similar to those in your application at the EOI stage. This will allow ADB to gather more information and assess whether there have been any changes to the proposed technology solution, project, budget, project team or location since you completed your application.

 

You are required to upload the two following documents (elements of which will be incorporated into the grant funding agreement if you are successful):

 

  1. Technical Proposal: which must include your proposed technology solution and grant project, commercial model for further implementation of the grant project at operational scale (if required), case studies and details of estimated results, team composition and roles, project plan and risk register and proof of ownership of intellectual property rights; and
  2. Project budget: detailing all costs and revenues by quarter and indicating the split of these items between ADB grant funding and non-ADB funds.

 

Templates with guidance on the content of these documents are given in the Proposal form and should be downloaded for completion and submission within the form. All information supplied must be suitable for insertion into a grant funding agreement.

 

If the Proposer is a joint venture, you must supply four documents in total, with the addition of:

 

  1. A copy of your joint venture agreement; and
  2. A letter signed by authorized representatives of all joint venture partners agreeing to be jointly and severally liable for the obligations of the grant funding agreement.
