Energy Sector Technology Innovation Challenge

Expected Outputs

Many countries in Asia and the Pacific face challenges in achieving Sustainable Development Goal 7: Affordable and Clean Energy. The High-Level Technology (HLT) solutions proposed are expected to provide DMCs with innovative solutions to meet growing energy needs, increasing access to reliable, clean and affordable energy. The outputs from ADB’s HLT Technology Innovation Challenge grants are expected to allow DMCs to contribute to the achievement of their Nationally Determined Contributions (NDCs), pledged under the Paris Agreement, 2015.

 

In return, ADB expects Proposers to:

  1. Co-invest in testing and independent verification of results; 
  2. Commit to a commercial model for future scale up and implementation of the project in the Location, if required; and
  3. Maintain a reference site and/or data for future country and ADB projects. 

Required outputs from the High-Level Technology Fund Technology Innovation Challenge Grants (further defined in Schedule 1 of the grant funding agreement) include:

  1. Completion Report for the Grant Project including lessons learned and the Results (see Challenges and Results) as measured and independently verified during the Grant Project;
  2. Quarterly reports on progress against the Project Plan and Milestones;
  3. Annual reports on expenditure against the agreed Grant Budget;
  4. A detailed specification of the technology solution, as implemented;
  5. Publication of the independently verified results of the HLT solution related to the development challenge;
  6. Publication of lessons learned by all parties; 
  7. Reference site for ADB members;
  8. Recommendations for next steps for scale-up of the project for full implementation, if relevant;
  9. A plan for operation over the remaining useful life, and/or transfer of ownership, and/or decommissioning and/or disposal of the Assets within the Location, including any collection and/or distribution of associated revenues or other ownership benefits for, or on behalf of, the local partner following the completion of the operation of any reference site; and
  10. A statement of the benefits for future ADB-funded implementation of the Technology Solution at full operational scale (including any benefits relating to the build, test, operation, maintenance, support and disposal).

 

Challenges and Results

The first part of this section provides potential results and their measurement for inclusion in your proposal, if relevant. The final three parts of this section repeat the Development Challenges provided at the Expression of Interest Stage for your convenience.

1.   Results

A large proportion of the weighting of the selection criteria for the HLT Technology Innovation Challenge Grants is linked to results and their impact in the DMC. Your Proposal must contain the results that you will measure (and how you will calculate or track them) to determine the success of the project.  This must include Technology Solution Performance Indicators, plus any of the relevant ADB Development Results Indicators.

1.1   Technology Solution Performance Indicators

You must propose the methodologies and calculations to measure  outputs which indicate that the solution is operational and meets the design. Ensure that these measurements can be verified by an independent party.

1.2   ADB Development Results Indicators

  1. Reduction or avoidance in Green House Gas (GHG) Emissions, actual at project completion and expected during the lifetime of the project’s mitigation investments (Metric tons of CO2-equivalent per year);
  2. Installed renewable energy capacity of new or upgraded infrastructure (Megawatts output);
  3. Renewable energy usage in the project and/or energy savings (Megawatt-hours per year);
  4. Energy access increase (Number of new households connected to electricity or other energy services);
  5. Number of beneficiaries reached (Number of households or buildings, and consumers reached - disaggregated by number of women/men and girls/boys);
  6. Low-carbon infrastructure assets established or improved (number); and
  7. Low-carbon solutions promoted and implemented (number).
