Government Accountability and Responsiveness during COVID-19

Combining innovation, technology and citizen engagement to ensure COVID-19-related spending, stimulus, and safety net measures benefit those most in need

Example use cases that can be employed as references or sources of inspiration are listed below. Note, that some of these are not related to COVID-19 spending, but nonetheless provide useful reference points:

  • In the Philippines, a volunteer group has created a Citizen Budget Tracker 
  • In Nigeria, the civil society organization, BudgIT has created the CovidFundTracka 
  • The COVID-19 Africa Public Finance Response Monitor provides info on how African Ministries of Finance are responding to COVID.  
  • In Brazil, up-to-date COVID-19 budget information is published on the Portal de Transparencia 
  • In Paraguay and Colombia, the government publishes emergency contracts as Open Data that civil society monitors, including by tracking price differences for COVID-19 supplies. 
  • In Buenos Aires, Argentina, the government publishes information on all measures adopted in response to COVID-19 on the government data portal. 
  • In Mexico, the register, Padrón de Beneficiarios (PUB), consolidates beneficiary data from the municipal, state, and federal levels in open data format from 78 programs and 124 registers.  
  • In Ukraine, Transparency International Ukraine, through it is DoZorro platform monitors the procurement of several basic types of products through Prozorro (the government contracts portal). This includes COVID-19 tests, masks, ventilators, gloves, and disinfectants and all COVID-19 related tenders’ issues under the simplified procurement procedures. 
  • Through the Citizen Eyes and Ears mobile app in Kaduna, Nigeria, the government discloses the geo-location of publicly funded projects and citizens upload photos and feedback on these projects which go directly to the Governor’s office and State Legislature for corrective action. 
  • In Indonesia, community volunteer group SPRI is running a complaints center for individuals who have not received their cash transfers or food subsidies (note: while SPRI runs a physical center, similar approaches could use mobile applications for populations with access to such tools) 
  • In Georgia, the “Budget Monitor” allows citizens to request online the State Audit Office intervention in case of possible wrongdoing of funds or abuse in public service delivery.
