The Asian Development Bank (ADB) is promoting disease resilient clean energy development in developing member countries (DMCs) of ADB. Through support from the High-Level Technology Fund (HLTF) and the Clean Energy Fund (CEF) under the Clean Energy Financing Partnership Facility (CEFPF), ADB aims to test and demonstrate innovative solutions that will improve energy efficiency, mitigate the risks of virus transmission, and ensure safe working conditions in public buildings by deploying efficient, clean, and smart CAC systems.
The call for submission of expressions of interest (EOI) for the innovation competition was published on 26 March 2021 and the call for detailed proposals on 26 June 2021 through the ADB challenge platform. The EOI received more than 200 registrations from 37 countries and received 54 submissions were received in the first phase. After evaluation, five participants were selected from EOI applications for detailed proposal submissions. The name of the five selected participants are noted below:

Three of the selected five participants submitted full applications for review. Stage 2 Selection Committee comprising of experts evaluated the final three solutions based on the detailed technical proposals and the presentations. After the evaluation, the following applicant has been selected for demonstration studies.

The grant will be used to co-fund pilot installations of innovative, disease-resilient, energy-efficient climate-friendly, and smart centralized air-conditioning systems (CAC) in public buildings in the nominated developing member country (DMC). The award is subject to: (i) acceptability of the results of ADB’s detailed due diligence, including assessment of the HLT provider and their partners’ ability to provide the contribution to the grant project; (ii) conclusion of a mutually acceptable grant funding agreement; and (iii) receipt of “No objection” from the relevant government or authority in the DMC. In the case that these conditions are not met, the evaluation committee will review whether the next highest ranked HLT provider should be selected for award of a Technology Innovation Challenge (TIC) grant.
