Real-time Tracking of Resettlement Implementation

With COVID-19 how can we leverage better digital solutions to support ADB’s ability in obtaining feedback from affected communities and proactively taking steps to ensure safeguard implementation?

Context

Difficulties in obtaining feedback from affected communities. Resettlement implementation for ADB-supported projects is guided by the ADB Safeguards Policy Statement (SPS 2009). It aims to address emerging environmental and social impacts of development projectsSPS requires meaningful consultation with affected households throughout the project cycle. These consultations are typically carried out face-to-face and in small to large group meetings. The COVID-19 pandemic and the resulting social distancing today threaten to make traditional methods of consultation obsolete. 

Challenges in timely identification and addressing of social safeguards issues. Before the COVID-19 pandemic, safeguards monitoring reports are submitted on a semi-annual or quarterly basisADB’s experiences with past and ongoing projects have demonstrated that the current practice in the submission by the Executing Agency of monitoring reports does not provide sufficient time to respond promptly to problems. Consequently, the responses of project authorities (Executing Agency and ADB) to problems during resettlement implementation are often reactive. ADB staff may not be able to carry out site monitoring visits in the coming year or two due to the pandemic.
