The Challenge

ADB implemented an ewallet, called "ADB Pay" to redefine the payment experience of its employees and guests within ADB premises and beyond.  It's a platform and mobile application, downloadable through AppStore and Google Play, which can be accessed by employees with valid ADB email address.  ADB Pay is used to pay purchases in the ADB Staff Hub and will also be available to other merchants within ADB premises.  The features of ADB Pay include (i) add money through debit/credit card or online banking, (ii) send money to other users, (iii) receive money, (iv) pay merchant upon checkout.  Additional features to be deployed soon are Order Food, Rewards, and Pay Bills.  ADB Pay was first piloted in 2021 during the height of the pandemic as cashless payment in ADB.  It was later launched in October 2022, as more people returned to the office.  As of today, there are 1,700+ ADB Pay users and around 15 merchant locators.
 
Adding more features in ADB Pay will further increase usage, therefore increase app daily transactions.  There is an inherent risk of heightened app issues, be it app-related, connection or payment gateways issues.  ADB Pay therefore requires Level 1 and Level 2 service support, including in-person support, to make sure user issues are closely monitored and resolved in a timely manner.

Expected Deliverables

 

ADB is looking into improving ADB Pay operations through an acquisition of Managed Services from a firm (the Contractor) that is expert in fintech and is a licensed digital wallet operator by the Central Bank of the Philippines. The Contractor must set up ADB Pay Service, assisted by ADB and the software provider in the transition through fulfilling the following tasks:

 

Establish L1 and L2 support, with assignments including on-site staffing, and email and chat support.

 

Facilitate BUx payment gateway subscription and integration.

 

Establish the managed services operations covering the administration, monitoring, and scaling of ADB Pay.
